Ekins Echo, December 2020
Commodore's Message
Hello all,
It is with great honour that I serve as TBYC’s Commodore this year. Our club has meant a great deal to Shelley and I since we joined back in 1999. We’ve met a number of people who have become lifelong friends. Friends both on and off the water. As we continue to grow our membership, so will our friendships grow.
While we bring a close to a very challenging year for the world, I know we’re all looking forward to embarking on 2021 with hope and positivity. Despite the pandemic, many of us were fortunate enough to be able to greet each other, even though it was from a distance. That is the beauty of our club. We are very fortunate for our members and our outstations, Ekins in particular.
I would like to thank Cathy Dietrich for serving as Commodore last year who, despite COVID-19 and a debilitating leg injury, was a great leader to us all. Cathy, I applaud you for your support to the board and your positive and encouraging attitude during a year that I know was a difficult one.
Finally, I would like to acknowledge and thank the retiring board members for their dedicated service, and to welcome the new board who will take us forward. This club wouldn’t exist without you. The extra time and effort you put in is admirable.
Shelley and I wish you the very best of the season, and we look forward to being with you in 2021 and welcoming our new members!
Warmest regards,
Mark Smith

Transport Canada Proposed Changes to boat licensing
A message from the Council of BC Yachts:
Proposed Small Vessel Regulation changes - Transport Canada request for comments
At the recent Council of BC Yachts meeting, proposed changes to the Small Vessel Regulation with regard to pleasure boat licensing were discussed. We now have a link to the Transport Canada consultation site where comments regarding the changes can be made. Go to https://letstalktransportation.ca/pcl to give your input. The site will remain open for comments until January 15, 2021.
Below are the specific changes being considered by Transport Canada’s Office of Boating Safety.
• Bringing grandfathered pleasure craft licenses (with no expiry date) into a 5 year validity time frame.
• Reducing the 10 year validity period for PCLs to 5 years to ensure that ownership information is updated more often.
• Expanding the Small Vessel Regulations to include all pleasure craft with motors of 10 hp. (7.5 kilowatts) or more, including personal watercraft, which are principally maintained or operated in Canada and, all pleasure craft, including all power-driven and sail-alone vessels over 6 meters in length, with the exception of human powered vessels (e.g. kayak, canoe).
• Reducing the timeframe for vessel owners to report a name or address change from 90 days to 30 days and specifying 30 days for the buyer to notify a sale or transfer of a vessel ensuring that updated information is available in the same boating season.
• Providing Transport Canada the authority to cancel a PCL if the license holder does not comply with the regulatory requirements.
• Introducing a service fee of $15 for PCLs thereby reducing the cost borne by taxpayers for providing this service.
As this challenging year draws to a close, we wish all of you a very Merry Christmas and a healthy, happy and joyous New Year.
And of course, safe boating.
